Reconcile the verified v0.10.1 published baseline and current Doctor instructions with the certified downloads and ten registry versions, preserving historical v0.10.0 evidence and outstanding independent acceptance.

Make stalled-consumer isolation deterministic with explicitly armed, acknowledged in-process backpressure and twenty fresh controlled scenarios. Preserve full ordered independent file output and strengthen exact offered/written/dropped reconciliation, while retaining real TCP coverage for a healthy reading consumer.

Windows package certification no longer fails nondeterministically when bounded socket polling misses a short-lived loopback connection. Report schema 4 records deterministic, surface-distinct session evidence separately from socket diagnostics and transports bounded public-safe Rust predicate identifiers through the hosted harness.

Prevent Windows scheduling from exposing the bounded application queue before its writer is ready, and preserve completed terminal proxy observations without reapplying the earlier Capture deadline. A clean native stop report is now required alongside stopped observation predicates, so owner-thread failure and residue cannot authorize a complete drain. Genuine queue loss, incomplete drain, timeout, cancellation and cleanup failures remain exact and visible.
