Doctor now exposes --timings, identifies nested readiness operations and reports one-second elapsed progress while interactive read-only work remains pending, with automatic slow-completion timing and unchanged final reports, facts and fix authority. Current repository/site guidance is reconciled to published v0.10.0 with a reviewed offline publication check; S151 diagnostics remain unreleased until a later publication, and elevated field measurements, independent installed-build review/retest and final Deep Capture acceptance remain open.

Registry release automation now checks effective operator review and tag-only environment protection before release creation and again immediately before publication. Missing or weakened protection fails closed; configuration verification never supplies deployment approval. S152 prepares the v0.10.1 Doctor patch while preserving the actual v0.10.0 publication record and all pending field and independent acceptance work.
